Hard to find, but I assume it invovles a shit ton of painting over.
Painting over a sketch using a base color, then using the clipping mask and paint the shadow, then you touch up with a tiny brush to outline, fix the lineart and make the shading more nuanced. I think it should be simple

I paint hard round on one layer and my stuff looks nothing like that, just for the record.
I would say this style places and emphasis on shapes, they keep all the edges hard. It's like high complexity cel shading almost

The closest i could find is something called "faux traditional media"
As the name implies, its digital work trying to emulate traditional work, using all the texture, mistakes and little errors the traditional work has, that create a pleasant visual interest/noise

Also understand that many of these great artists either come from a traditional background or study old paintings
