How do you get the eye for what's important in a bad reference? This is just a random one I stumbled across. For example, when I look at this a lot of the individual components muddle together. I can get ideas of how the underlying figure looks but I'm not skilled enough to accurately convey areas like where the legs meet the pelvis or the arm that's obscured. Would I get better at this if I studied how clothing/drapery sits on forms, together with more anatomy? Or do you just avoid images like this entirely in favor of clearly defined ones from easily understood views?

You can always do the tried and true method of zooming out to try and get an overall impression of the picture to see what sticks out. It seems like you should try out using multiple references or even setting up 3D models in the same poses to help your understanding of the body. I detest characters of either sex stinking of self-insert fodder and nonsensical over-the-top outfits like Genshin shit or WoW-style Fisher Price pauldroncore armour.
Neutral on samey faces because it's just missed opportunity, but it escalates into annoyance when it's from the artist being afraid of drawing something other than the one face they prefer for either sex. There can and should be interesting aspects to a design outside of being palatably fuckable to a wide audience.
I prefer characters being differentiated by face, frame and posture rather than whatever anime shit gets tacked on top of a mannequin. Capcom fighting games have their share silly hair but they're still some of my favourite character designs because all the elements go together well and I could tell Ryu, Ken and Dan apart if they got a buzzcut.
Following the internal logic of your chosen genre should get you far, and keep in mind some people will hate a genre no matter what. All the focus group research in the world couldn't make me like Nomura Final Fantasy type shit.

As an addendum on the preferred female designs, I wouldn't say my taste today matches my taste when I was younger(just thought the observation might be of interest to you. And I mean for real girls went apeshit over those .pngs and spent a lot gambling for them you absolutely should take the fashion aspect into account)but I would be sold on pretty much anything as long as I liked the character. Most of the things I read or watch don't have flashy character designs, so there's little room for strong preference, I just have to be sold on it making sense with the character and the internal logic of the place they inhabit. If the character is interesting that's half your job done already, R. It's chromatic abberation, there's a few ways to do it.
If you're on Photoshop, you can go into the color channels tab and shift them slightly. Or, you could make colored overlays for the lines/colors and shift those.

That's the endgame of art, imo. After you have technical skills, you still need to go out and build an immense visual library, in order to design cool worlds and characters. Your visual library can only be built one object at a time, so it's a slow and tedious process, no matter how you look at it.

What most people do, I think, is to start projects, so they have a focused goal and can grab reference for that project to base their designs off of it. Why not try that?

If you want to see similar stuff, search "anime streetwear" (pixiv tag is ストリート系 for this, I believe) or "anime techwear" (pixiv tag テックウェア) (actual techwear is like, hiking gear you can carry a week's worth of food in during a monsoon, but the term got misused for clothing with lots of pockets and straps). The technically correct term is darkwear / warcore (pixiv tag 武器娘) but it's less used for art.

A lot of artists don't tag clothes on pixiv, so the best way to find a lot of this is just liking a lot of work similar to it (like neco, ohisashiburi, etc.) so the algorithm just pushes those kinds of posts to you instead. (There's also the streetmoe subreddit if you're alright with that, they like posting pixiv links to that kind of stuff.)

Having more of the hand overlap and affect the flesh in the face will sell the contact better to the audience. Even if it's meant to be languid just bringing the thumb in a bit would do a lot.
I know you're mimicking a comic's style and get the feeling the image is meant to feel low-energy and a bit theatrical anyway so this might not apply, but if the girl in front is meant to be scared then adding slight expression indicators could help. Like making the pupils slightly smaller or some eyebrow creasing. You could also have both lower eyelids pulled up a bit or push that a tad more on the left one.
It's not that boring to look at, there's at least stuff happening. Straight-on view centered compositions tend to feel a bit dead but the overlapping let you avoid making it too flat, and while they aren't exactly dynamic they're great for a staged or theatrical type vibe and their similarity to religious icons makes them look very imposing.

You wanna start measuring with the goal of getting used to it in a manner where after a while you won't need to do it in the first place. Comparative measuring is the way to go
Determine the dimensions (width vs height) of the source image and replicate as well as you can. Those are your boundaries for the copy and ensure you keep the relative proportions accurate even if the size itself is different.
Use comparative measurement to place the large volumes/envelope of the image and be very careful about it. The early stages are the most important. If you get it right early on it's nearly impossible to fuck the rest up, it's all about patience.

How long should I spend with any given book? I'm drawng through Vilppu's manual. I did excercises yesterday and today and I'm already on page 21/173, so around 12% of the book, which means I'll complete the book in 20 days. As someone who's drawn on a screenless tablet for over a decade (though I have tested a number of wacom displays but ultimately sold those off), i'm still trying to wrap my head around drawing on a screen tablet. Got this ipad and apple pencil as a hand-me-down and don't want to waste it but for some reason i'm not taking to it at all and i'm trying to narrow down the reasons it might be. I've decided it might be mainly because of the cramped space and the visibility when I have my hand covering the screen as I draw. Can I solve this problem by holding the pen further back? I seem to not have this problem on paper oddly enough.
As for other factors I feel like i've done everything else too. Grip for the pencil, glove to not smudge the screen, matte protector to get a paper feel, stand to prop up the screen. Applying imaginative ideas to things you draw only works if you know enough about what makes an object or form believable, and how to depict that in drawing takes a lot of skill and practice. It's a "know the rules before you break them" situation and using reference expedites the process so you're both drawing and learning at the same time instead of stopping to draw one thing perfectly before moving on. If you were to approach it like the latter then you'd never get started on anything. Some people get trapped in that mindset. Study enough to get you going, you'll learn to draw it without reference the more you revisit the subject on your art journey.

if you've ever drawn from life (not from a photograph, which obviously didn't exist in the time frame you're probably thinking of), you would know that it's much harder to translate what you see in the real world into something that's convincing on paper.
copying from another artist, who has already figured out how to translate reality onto the page, basically shortcuts figuring that out. It may be faster to learn this from a book, but I am pretty firm in my belief that you can learn this from enough copies of artist's works.
The real world is complex. Skilled art is simple at its core.

i take this back actually, skimming through PME again there's a lot less fluff than i remember. however the importance of each chapter gets less the further you go on. there's no reason to practice dividing an ellipse over and over, you won't do that often (if ever), but the fundamental rules will always apply. it's likely worth reading through the book once, and noting which concepts you think you'll be using a lot (likely the ones i listed in my previous post).
i can't stress enough the importance of learning perspective from multiple sources though, if you're familiar with 3D software you'll blast through learning it.

The more I use AI for porn, the more I wonder if people doesnt care that much about hands if the main thing they care about (for example, navel) is drawn well enough. For me personally, this is true. One way I think digital art does not capture how pencils work is by opacity layering. The way you get from lighter to darker shades using pencil is by progressively adding pressure. If you shade in the same place, with the same pressure, the opacity remains the same, it does not get darker (except maybe for the initial strokes). However, in digital art, the opacity keeps overlapping, getting darker despite applying the same pressure. This can be easily solved by only displaying the maxima of the two opacities instead of their sum. However this does not happen in any software I have seen. Is there any software that has this type of shading?

Just map flow to pressure in your brush settings.

I went over that big spot like 15 times with the same pressure on the same stroke. If I do another stroke of the same pressure it increases opacity.

That's just the difference between a very clean diagram for demonstration and teaching purposes vs actual everyday sketching. What might seem like random squiggliness are actually restated lines for sculpting and refining the form.
Construction's only purpose is helping you plan and visualise, so you should draw whatever you're comfortable with. If you go all squiggly without a purpose it'll just make things hard to read.

What size pen tool should I use if I'm trying to recreate a traditional micron?

Drawing on an A4 sized digital canvas, but if I use a line that looks right when I'm zoomed in 100%, then when I draw zoomed out like everyone tells me too, I can't see shit. But when I zoom in to draw where I can actually see, my lines are weaker because now small curves become huge.
