So how hard is what this dude's doing with ToonBoom (whatever that is) to use with characters the show never did any animation to reference with? Because, this is literally all I want to learn how to do, take the character sheet this show had in pic related, put her to animation singing out an attack on a magical chord, and my ham hands CAN'T take that smooth animation in my brain meat and make it a thing with graphite and paper.

I don't have the words to describe what I just saw, but I want to use whatever the fuck that was and make the fan AU series of my autistic dreams come true.

You've got two options.
1. Buy a used Intuos.
2. Keep on drawing traditionally.
Loomis is not a good book for a complete beginner, you need to grind some perspective first. And God don't fucking ask why do I need perspective I'm tired of explaining the same shit over and over again.
Afterwards you can grab a copy of Hampton's book or download his videos.

One by wacom is a screenless entry level drawing tablet. It costs 50 shekels for the small and 100 for the medium size. Trust me as a person who started screenless then bought a mid tier screen tablet and is now going to buy a screenless as my next tablet. Screens are a fucking gimmick.

Screenless are better just for the ergo.

Step 2 is to get a cheap ass laptop (if you don't already have one) and a program called Krita. It's completely free and open source, people love to hate on it (mostly people who don't use it) but there is absolutely nothing that you can draw on PS or CSP that you can't draw on Krita. Because Krita is an art program first unlike PS I actually found that it has better art specific features so I'm not going back to PS.
Krita is super lightweight and efficient compared to CSP which is just bloatware and telemetry at this point. In my personal experience Krita mogs CSP in responsiveness and even stability.
Also Krita is available in full on android for free so I'm pretty sure it would even work on a chrome book (I don't have a chrome book but I draw on my galaxy tab s6 with it almost every day in my comfy bed).

As a Chad digital artist myself I tried to get into trad art a little bit last year and I was shocked at the prices. Even just ink and decent brushes aren't cheap, plus decent quality sketchbook paper and all the other shit you need in support! Even cheap acrylics would probably cost you hundreds of dollars over a short few years. Digital is unironically cheaper over the long run if you want to go beyond dollar store ball points and printer paper.

First of all you have to use a fucking ruler holy shit on God your convergence lines are crescents not lines.
Secondly of all you have to be precise and confident with your lines and ERASE when you make a godammn mistake! Seriously you need 8 fucking lines for each box in two point perspective! You have like 20 for the pelvis box?? Wtf man? Are you being payed per line? I can't even tell what the fuck is going on with the arms or especially legs; Jesus Christ please save us.
Also just look at the head box. Even from my phone I can see that the two convergence points are on the exact same line of the paper so why in heavens sweet mercy is the line at the base of the head box angled down to the right at 5°? I can't even tell if you thought that this was how the perspective worked or if you are just so sloppy that you meant to draw a straight line but failed?
Lastly in 2PP your vertical lines should be perfectly parallel (and straight).
You clearly need to get a book on perspective, start with 1P not 2P, and to have some respect for yourself by placing deliberate straight lines while using a ruler and an eraser (no light faggy non-committal lines and no fucking chicken scratching!)

I have no idea about your case in particular but you should have a little cursor marker on the screen appear when you hover your pen near to your tablet. You may need to turn on the brush cursor setting in your drawing program to have this visible but I'm pretty sure it's on by default in the big 3 programs.
You may also need to adjust your tablet settings to match the aspect ratio of your screen to prevent any distortion in your inputs from fucking up your muscle memory.
Overall it may seem very strange at first but you get completely used to it in like a week of drawing. Same muscle memory and everything you just look up at your monitor instead of down on the surface whilst drawing!

Yes any brand other than wacom is a massive gamble. From personal experience I cannot recommend a wacom enough over some cheap Chinese alternative. Driver and software issues with my artisul have given me more headache than they were worth. I would have honestly rather spent double the money on a wacom just to save me the days I spent trying to troubleshoot the countless issues it had and I was very lucky to not have anything physically wrong with the product. I heard horror stories about people trying to get replacements or refunds. If you got it for free then you should ride it until the wheels fall off but I would personally never buy anything brand new that isn't wacom.
