He is meticulous, calculating, and ruthless. He lives alone in an abandoned mall on the outskirts of the city. He's not much of a fighter (though no slouch), and relies on stealth and setting up traps.
His story involves him sneaking into secret CIA (not literally the CIA, but the equivalent for this setting) bases to steal gadgets, information to expose them, and information about why they performed so many tests on him and his family in the past, as well as broader, more sinister plots.
His methods are usually nonlethal, but he is not opposed to killing. He generally chooses not to as not to draw so much attention.

He is very quiet and withdrawn. Kind of a spidery personality. The only things he is particularly good at are stealth, setting up traps, and doing lots of research beforehand.

His weapons are ropes and hooks, as seen in the image, flashbangs, smoke grenades, tranq darts, and brass knuckles for melee combat.

It's derivative, because I just came up with it. It's combining stuff that I personally think is cool, and the beginning stages of that are a ripoff. It's very indulgent, sure, but eventually the indulgences chip away to become something more interesting.

One difference that I think makes him stand out is that he is such an amateur. He has not worked with any agency. He has no formal training, he's just good at hiding. He is also a gremlin who lives in an abandoned mall, so a lot of his tools are improvised from that setting.

No worries! I like little nods like that for older stories.
I mostly found her hair confusing, couldn't tell if she just has a weird cowlick in the back or a messy bun. Also, the way that the hair color is, it wouldn't show at the roots like your
drawing. Hair layers from the base of the neck up to the crown, so those layers closer to the neck are dyed to get that effect. If it was the roots you'd see it on the top of her head almost exclusively. Look up peek a boo highlights and under dye hair to see what i mean.
Also, take or leave this one because this just might be the way I like things, but sleeves for those kinds of dresses tend to end over the wrist. Try looking at edwardian dresses if you care for historical accuracy. I especially love VictorianWiki for general inspiration.
As far as OCs, don't worry aboutt it. This was mostly for fun and I want to rework a good chunk of my designs first.

Ahem...
So 17 years ago, God sent Michael down to hell to check up on Lucifer, however the archangel had grown weak over the millennia. Lucifer seeing this weakness takes advantage of the situation and has his way (sexually) with Michael. After Michael returns to heaven he realizes he's pregnant with Lucifer's child and banishes himself to earth to have the child. But unable to raise it and wanting to hide his sin from god he leaves it with a loving human family.
Naturally this child of Lucifer and Michael is of course Emily.

Growing up as the child in the human realm but with the blood of an archangel and the lord of hell running in her veins has given her a rather troublesome childhood. Other kids just can't understand or relate to her so she's spent most of her time alone, but she doesn't mind it because she has more fun by herself anyways. She loves reading and daydreaming about going on wonderful adventures like in her fantasy books.

But on her 16th birthday her powers awaken. Worried about the potential power she has god sends down an angel to lead her down the right path. This angel named Legona is a real stick in the mud and no fun to be around, but she really just has Emily's best interest in mind.
At the same time however Lucifer decides to send his other daughter Natas to tempt Emily over to the side of darkness.
Natas can be such a jerk sometimes, but Emily just can't stop thinking of her. And Legona is so nice but something just feels like it's missing when she's with her.

Now Emily has to decide whether she'll side with Natas and join her in forbidden romance, or take the side of god with Legona.

At the risk of sounding mean and getting piled on, wouldn't you have more creative liberty and immersion if this story took place in a fantasy world where God isn't omnipotent, angels can get mpreg and being gay won't send you to hell? I think it's easier for the viewers to nod along and accept what's happening instead of having a voice (that has a minor grasp on the concepts of Christianity) screaming in the back of your head "This isn't how it works!!!".
I mean, you could have her living in a secluded monastery and after her birthday she can go on a quest of self-discovery and learn from the extreme of the two "mentors" how to become a better person and do good.

Maybe she's born from the forbidden love between a fox and a deer, they spend their days exchanging coy glances at each other but they know their love is forbidden by nature itself.
But when a forest fire ravages their home in the California wilderness and the deer becomes trapped behind a wall of flame, the fox comes back try and help her but gets stuck with her. I just got these how I like em, either or is fine by me.
This is Abby and Odd, respectively. Abby is a telekinetic and the younger of the two. She's the more flamboyant and optimistic one. Abby tries to have a life outside of their plights (still undecided).
Odd/Oddette is a clairvoyant. She's more avoidant, but most read her as aloof.
I'm still working out more of a narrative for them because I'm not a fan of their original concept.
