As someone who tries to prioritize movement and flow in their art, and enjoys drawing the big swooping curves and such, I suggest maybe trying to incorporate some of that? What you said does indeed make sense, and I will be working on those as I go along. One thing concerning the consideration of shape is that the program I usually use has an infinite canvas. So more often than not, my digital drawing are fast and loose with how things are sized and proportioned, since I have a lot of room to improvise in. I've been working in physical media more often, since I'm spending more time studying, so hopefully this is a tendency I can work myself out of.

as far as matching the photo, i can see a bunch of little things. the eyelids look like they were drawn to look droopy but i don't see that in the picture. the angle of the line on the nose from tip to nostril is angled down, from the picture it should slant up. the filtrum looks longer in the drawing, maybe just because you aren't drawing in the lips so that space is empty. his jawline is a lot squarer than you've drawn it.
this is just my observation of differences between the picture and drawing, but it doesn't look bad as is and would probably pass as far as anime standards go, as long as you get the hair and obvious details (like the birthmark) right

there's different styles of chibis but IMO something that's universal is the emphasis on roundness and utilizing super basic shapes for good proportions. just find some with a style you like and figure out how they do it

her groin and thighs part is also a bit confusing to look at due to the shapes and pattern choice. perhaps making the thigh closer to the camera more dominant would solve that issue.

If you could keep this quality, humble commissions are possible. but try to incorporate less blurry backgrounds as well. you can start with simple ones if needed as a practice. I'd look at how gacha character's splash illustration looks like. they are usually character focused with simple backgrounds/fx/props.
