It's because they most likely are degenerate in some way even if they didn't intend to show it in the art. Those who are too engrossed in sexuality always end up expressing it in subtle ways through their art.
Here it's their taste for bedroom eyes. Those half lidded eyes may not be intentionally there, but the artist likes them because there is some level of sexual magnetism that humans see in those kinds of eyes. Try covering the eyes with your thumb, the bodies themselves become pretty innocuous. Also in the grimace's case the finger on the lips is another subtly sexual gesture often used by women flirting. Artist may not even realize they're sending a sexual signal, they might even be the type to "lead men on" in the real world without realizing. But regardless it's a sign your brain is too horny. And to put these expressions onto children's characters with soft stumpy childlike forms, it's a bit like putting slutty makeup on Winnie the Pooh or something.

I used to have a webcomic that ran for 10 years or so,but has been gone for three. Covid came,and I caught it,and I refused to go back to work until I was negative, and that took ten weeks,and only wrestled two weeks of unemployment money, and I was so poor that I could afford neither server fees nor domain name renewals. The domain name was hijacked by China,and it made me so depressed that I couldn't find the will to draw. Why continue a strip when the website is gone? Oh,I know. Call it the overwhelming need to stuff as much Stuff into each panel,conveying the plot with an economy of words. These were drawn on sketchbooks in the many waiting rooms I had to suddenly occupy, without much planning other than a vague idea of what development of the previous strip's situation may occur now. And the strip manifests itself in an odd organic manner,starting with some central imagery and what elements surrounding it,fitting in balloon text where I could, sometimes fitting the script to the size of the allotted space of the word balloons. I had a different idea of creating a webcomic when I could spend hours at home where I could draw properly, and assemble the bits into a newspaper sized comic strip. I wanted to keep a strict weekly update schedule, and I could do it if I was next to my computer and Photoshop. I was hoping for eventually have book collections with extra content,and possibly syndication and merchandising. But my life had me riding shotgun for a single mother who had Lex Luthor for a daughter. And somewhere I have the storyboards of the first 30 strips. I didn't have the luxury of planning when I was making these strips,just a seat in some waiting room and hours of time to waste. I suppose that I could make the text smaller, and I have toyed with the idea of having all text residing on the left hand of a double page and the balloon free panels on the right. These were,as someone somewhere else as revealed to me in another thread,that these are just "doodles",since they were composed and created on a whim with the plot being shaped by the art randomly designed. I am okay with this,since there are glimmers of definitive style in some,and important exposition in all. At this point, I am just happy to be able to draw again.
