What do you call when illustrators use "partial lines", like where the lips meet. It's equally important to draw what's "not there" as it is to draw what's there and for that the artist raises his pen to highlight the softness of the kiss. In a way this is line weight, but to the extreme where the line weight is turned down to 0.

I see this in manga a lot and I'm curious if there is a keyword to find resources, or some kind of theory behind it.

Again you see this with the mouth, but also traditional eyes in anime skip around half the eye and nose to make it appear more delicate.

This isn’t some technique with a name, it's just a stylistic take. To emulate an objects softness, inkers tend to use thinner lines. In this case, two soft objects touching make the line disappear.

If you wanted to collect examples of it how would you categorize it though, i.e. coming up with your own word ("partial lines") for it is fine. I know it's a rather trivial thing but I like to be able to discuss and collect examples of this.

I like that because it's suggestive to the imagination of the viewer, mentally continuing the line

This is silly but it's the same as in a song where a "suggested rhyme" ("half past four.. young lady she looked like a.." https://www.youtube.com/watch?v=TywmpMQYojs)) or a "suggested note" makes the next word pop into your head by suggesting resolution to the tonic note or what ever. So it's both for introducing softness but also can be used to subvert expectations

Creativity flows from observation. You can observe more if you travel more but if you have to be a keen observer to notice new things in old, familiar places where the novelty has worn off, your street, your hometown.
The same with attention, you can gorge yourself on content but it is preferable to train yourself to be present and enjoy with full attention even when nothing new is happening. Full disclosure, I don't do that but it sounds good.
