If you're thinking up to the tendons then you are just procrastinating. Just draw the damn feet already. You learn the proportions, a simplification and then draw the rest of the damn foot. Morpho's book is good.

For artists, you can study Ron Lemen, TB Choi and Russian academic examples. It's not something I focus on so I don't know that many artists that are amazing at drawing feet.

90% of anime coomer artists draw garbage chimp finger toes and buttcheek soles. don't use them for reference. use greek and roman statues and photos. that Morpho book is good too. maybe find a good 3d foot model turntable or something.

the point is to exaggerate the femininity of the forms
yes most artists over exaggerate and you end up with finger toes and too much curvature on the soles but there's a healthy middle ground where you bring out more than just copying boring real feet like a drone

Some of the hentai artists who fixate on feet are very skillful with them. If you're getting the hang of anatomy, they can provide some great reference on how to readily draw convincing/appealing feet. Lot of garbage out there though for sure

I don't know who you mean by kyle. For references in general, you can find plenty on Danbooru/Gelbooru/whatever booru by using the foot focus tag, and I'm sure there's a ton more on Pixiv. People post some good ones in the foot threads on /d/ also.
I couldn't name specific artists off the top of my head, I just browse for references I like. But you'll quickly find good names yourself, I'm sure. Sorry I'm not more helpful than that lol
