I think you should play with the composition to try to guide the eye towards her. For example those flying things on the background are distracting, but maybe if you reduced the contrast with the environment and realigned them to "point" towards her face it would look better. Not him, but i recommend learning to rotate cubes and cylinders then using them when constructing, also try getting one of these to help out they're cheap, easy to pose and small enough to fit on a desk, i got this for 8 dollars.
You can also use csp models if you'd like, i just prefer this as it's easy to rotate and always ready. Just remember that the proportions won't work for anime girls and you'll have to change stuff around when drawing, still if you learn cubes and cylinders it would be much easier.

Imo when it comes to drawing lolis, your drawing style for the head pre-determines what kind of body goes with it. That's why shrinking heads to make a loli doesn't work.

If I cover the body, I'd imagine her to have a body that's more realistic than her current chibi-like one. If you want to keep the wide hips, you'll have the tweak the head to match.

I don't focus on shapes at first, I start with something like picrel and focus on the gesture. I also always start with the torso, using something like a bean or a flour sack I guess. Don't remember where I got this method, I think it was somewhere on youtube.
Sometimes after this I use some more construction, more often than not I just start drawing the bodyparts from this and then go fixing stuff as I go by.

By perspective I assume you mean drawing bodies in perspective?

Besides using photo references, what really helps for me is to draw contour lines (kinda like what >>6182816 mentioned). Having these indicators helps me to perceive the depth and draw forms more "3-dimensionally".

Generally I try to draw the forms without blocks/cylinders as much as I can to preserve the gesture, but if the pose is really difficult like the one on the right, breaking it down into primitive shapes helps tremendously.

Backgrounds are difficult to hatch with regards to composition and elements, but easy to execute. I'm quite new to it myself, but drawing multiple characters proportionally to each other in a scene is hard.
