Yeah I was looking for ways for the staff to run in between her legs while also not compromising the decency/cover provided by her poofy skirt. I did go through witches(academia, berserk etc) to have a solid reference point so I just decided that her skirt is a folded/tucked in between her legs, allowing the staff to have a proper seating to it. I guess I need to somewhat make it more clear than it currently is, which is one of the reasons why I am having a tad of trouble making her skirt look okay all in all.

What do loli artists use for reference material?
I've been told that it was mostly CGI, wooden dolls, adult images which they adjust the proportions of to appear 'child-like', or legal photographs.

But I also keep seeing memes and shitposts that they use illegal shit or trace over it. I'm not going to assume that it hasn't ever happened, but I can't imagine that that's a common method, since using it carries the risk of being exposed and arrested or shamed by the community.

I can't imagine my favorite artists being unethical in that manner, and it seems stupid to assume that anything drawn to appear detailed and realistic has to be traced, but at the same time, it's still an issue that can't be overlooked.

This isn't necessarily true. There are many rigs that have very complex yet intuitive to control rigs that can accurately replicate body fat and muscle deformation.
Honey Select being one of the biggest, most accessible examples.

And even then, if you're working with a simple rig that won't bend properly, you can still refer to images of adults in similar poses to get a sense on how it should look while also minding the proportions.
