What is the key to drawing anime exactly as it's seen on TV?

In other words, not simply anime as a style, but anime as if you were looking at a still frame from a TV series.

What is the process animators use for drawing? Coloring? Shading? What tools tend to be used? How are backgrounds created?

It doesn’t matter what programs you use or what digital techniques you try because it will never look authentic unless you can perfectly draw the same way they do. The way you composite a drawing shouldn’t be thing that defines it.
Lots of people depend on VHS filters and chromatic aberration to make a drawing look like a “80’s and 90’s anime” but the flawed analog technology isn’t what made that era of anime distinct, people just remember it because it was adjacent to when anime had a distinct look in the 80’s/90’s.
If it doesn’t already look convincing and professional on its own without the edits then you’re only matching half of the aesthetic and it will feel fake.

The key is to actually work for an animation studio, the truth is a whole fuckton of the animators that make these frames aren't drawing that way because it's their style but because they are following a studio established art style used by the head animators
They get multiple months of training when starting their first job to ensure they can copy the style on top of the art skills they are expected to already have, and then they are also for each scene drawing with reference based off already existing storyboards and frames made by the lead animators, and then also have each frame they make checked by those lead animators to ensure it's consistent with style and quality which if it isn't they give back advice and instructions having the animator redo the frames

Just look up anime screenshot tutorial you absolute fucking retard (but in a friendly way). There are tutorials for retro style 80s/90s screenshots and also for modern. They’re all over the place as far as where they’re uploaded. I normally start with Pinterest but a lot of newer tutorials are uploaded to Instagram and TikTok because we live in the worst timeline. The tools you use vary by the program you use, so make sure your tutorial matches up so you’re not looking for CSP tools in PS. One other note is that your lines matter just as much as the rendering. Basically you can do all of the anime screenshot tutorials in the world and it’ll still look like a bad copy if your lines don’t look like anime screenshot lines. Look up anime genga to get a good idea of what your lines should look like and where shadows and highlights should go. Hope this helps. Also just fucking draw, man.

Maybe because he repeatedly asks again and again how to draw the components of a frame. Pretty much everything in the OP picture can be done with lineart drawing and a fill tool alone, the background probably only took a couple minutes with textures smacked into shapes and some blur
Of course there will be some post processing but that shit can vary wildly from anime to anime

I have googled for a long time and the answers seem kind of vague. What I did find mentioned often was indeed clip studio and toon boom. Also apparently after effects is used for finishing touches. I also found a clip but I cant identify the program used, see picture.

Toon boom is used primarily in the west for cartoon animation, not really Japan as it has it's own history of JP animation software tho I guess there might possibly be a couple studios that use it as it's pretty good software though I doubt it would be any major ones

It's not necessary, but if you're trying to go for actual "production" steps, it's not that hard kek. Besides having to be able to actually draw, usually, they use a hard pixel brush for lines since it's easier to color each cel that way, and use anti-aliasing plug-in in after effects. OLM has their in-house developed anti-aliasing tool available on their website for download.
There's also PSOFT's anti-aliasing plug in and clip studio paint has one built in but it kind of works like shit.

I think a slight amount of blur works pretty well, add in some rim lighting / glow. But the biggest thing is just having a good looking drawing with good lighting, that matches the style you're trying to emulate.
