Whenever i try to draw now, i realize how 2d it looks. I'm drawing what I see too literally. And instead of trying to 'feel the form' or whatever it just looks like a cartoon all the time. I want to grasp how to make things look like they are in perspective, that they are 3-dimensional

To achieve 3-dimensionality you need to follow Marco Bucci's advice "Draw like a painter", meaning you need to capture the difference in the planes and values of the drawing with your lines, to achieve this you can do two things:
1. Draw the plane changes with soft lines, to give the viewer a suggestion of the 3-dimensionality in the drawing.
2. Subtly render the forms of the drawing. You can also add highlights on important key points of the drawing. (where? well that depends on the lighting and your knowledge of anatomy, lips and noses are often where Pros add their highlights)

Pic related is an example of this.
I can also try do an example on how I would do it following one of your drawings if you want, although I'm no Pro.

That is my current understanding of the issue OP describes, take it or leave it.
Also, your inability to express what the issue is in a clear and concise way without referring to a 300 pages book leads me to believe you have a shallow understanding of the concepts explored there. Even the cover illustration in that book uses the concepts I described, soft rendering, and highlights to accentuate the form of the woman's face, Loomis always does this in his drawings.

Ive been learning loomis, failing and trying to correct my mistakes.Its been a slow journey, i know my art is beg tier but ive improved immensely. All i know now is that when i try to turn the head i fail to understand and draw it correctly, that's why im asking about form

During the sketch process, sketch everything out as shapes. Learning how to break down figures into their basic shapes takes practice but makes it a lot easier to visualize everything as 3d and shading it appropriately.

I doubt anyone read this but there used to be a website with drawn tutorials that incorporated both perspective projection and parallel projection. It was italian, the guy uploaded scanned notes from his teacher, and he wrote some papers on something-vinculada that translated to like "restricted sight." It had a lot of cool stuff about how stuff was designed to with perspective in mind for the architecture in churches and stuff. It got taken down and I don't remember the guy's name.
