I just want to draw shit consistently and properly. Idk how to get to a finished product or to emulate styles. I don't know how to use my construction so i end up drawing on top of it. In terms of ability, I'm also very inconsistent. What you see here is what I can do on a great day, but on a normal day it's fucked (can't into proportion/form etc). I still can't do faces or anything like that properly either.

Rant aside, could someone please take a look at this and point me in the right direction for things to learn? What exactly am I doing wrong?

Yes and no. Proper construction is actually building the forms from the shapes, rather than using them as a loose guide, similar to the phases in sculpting. Using them as a loose guide is viable, but I wouldn't really consider that "construction".
That anon is retarded, though, because proper construction can involve both additive and subtractive steps. Taking a shape and cutting parts of it off is still construction.

The breast are different shape, the hips are small compare to the torso, the legs are too skinny/thin, the left side leg is a bit long, and arms could be larger. Ok I took a go at it. I stopped when I realized I was basically redrawing the picture.
The construction of the figure is decent, but your anatomy skills are lacking. There's barely a mark on that back. It doesn't have to look like a textbook diagram, but you have to put a few landmarks on it to give the back some sort of definition. Shoulder blades, butt dimples, etc. Drapery looks okay, but like anon pointed out, it seems like you're hiding the fact that you don't know how draw hands. You have to give some indication they're under there. Finally, the hair suffers the same problem as the back: lack of definition. What's the thing at the end of the hair?

Anyway just find art you like and copy how they do it to learn (ie do studies), make sure to look into layer blending modes in whatever software you use because they help a lot. Also while shadows rarely have truly hard edges, cast shadows tend to be pretty sharp especially close to the shadowcaster.

ok I have taken the advice of the people here, I am using a small size for sketch and bigger size for lineart I found a brush that changes the size according to the pressure of the pen, which is hard to learn to use but i'm trying.

When you do art studies it's generally not so much about learning anatomy and stuff, it's about learning how they render, handle lineweight, etc so you can make similar-looking art (or borrow elements to mix with other artstyles). You might do art studies to learn how people simplify anatomy but it's better to learn anatomy from life study or manuals first.

Stop trying to draw a thumb and fingers and just draw the shapes you see. That's what the other anon was trying to tell you: The point of the exercise is to see the fingers from an angle you're not used to, so it's obvious when symbol drawing doesn't match the reference. You drew a thumb seen from the top and almost parallel to the palm when from that angle with the rest of the hand you'd see it from the side, and if you have it extending toward your eyes it would be WAY shorter and you wouldn't even see the nail, like in most of the results in >>6112831.

your main problem is line weight
another common problem with sketch vs lineart is that a sketch often feels more dynamic with its flowing lines and the extra lines in a sketch also provide a sense of form/volume and trick the brain into seeing texture
a good example of this is your left sketch/inking, the jacket in the sketch has an organic flow to it and a sense that the character's movement is influencing it whereas the inking looks stiff due to the perfect curves of it, it seems like you might not be loose enough when making your lineart. if you're using too much stabilization this can be an issue, i understand wanting to make good and consistent lines but too much gives it a very stiff feeling and it's better to just learn how to make good lines without stabilization in the long run. overall I'd say you just need to practice inking more and specifically reference and try to emulate lineart from artists that you want yours to look like

You are clearly being lazy in how you copy the lines. At this stage you won't have the observational skills and sense of proportion to make decisive quick strokes like this.
You might have noticed in the upside down stavinsky you were thinking " what the fuck is this, how is this line angled, what does this connect to, how does this look in relation to this"
Ask yourself these basic questions when you draw. Just perfectly copy each lines by comparing to a start point, a reference. At present your language is something like: " oh this is a a thumb thumb is curve I draw U shape curve." When in actuality the digits of the thumb and fingers have subtle in and out curves.

In this image I would personally take the large line of the bottom left of the thumb, then there is a huge void of negative space on the inside of the thumb as a shadow. Then I would continue to build each line and compare from these.
Pay attention to the shape of negative space as this will help you.

Here's a quick and partial draw-over/redline. Things to note:

There's more too but even though it's partial I think it's mostly stuff that should come through without words just from what's in picrel. Also you should rescale your images, just noticed the resolution is HUGE when I went to do this.

To an illiterate person that doesn't know the alphabet, a book with thousands of different words looks incredibly complex and daunting, but there are genuinely only 26 characters to learn which unlock everything instantly. Sorry that wasn't too helpful, but yeah the reference is the horrifying bit. Your study is fine, I think you've nailed down the issues. I don't know much about color, but I think your color problems also come from trying to invent colors that aren't on the ref (i.e. all the clothed skin). Then on top of that what skin is there is caked in makeup so you aren't actually seeing real skin tone. Basically the reference is awful in every way lol. Also the thing I've learned about mouths/lips is that they only really show up in the render.

Copying others finished work is good. Also very good fun. I copied a few frazettas in charcoal. Translating oil painting to charcoal and learning why he does stuff the way he does when drawing is very fun.
I don't know if it's a good idea to copy other artists work in the beginning. I would definitely not ever use a grid to learn ever. Only use a grid if you want to be a slow printer.
When I copy other artists work I often find it's more useful as a bridge between my own understanding of the fundamentals and then the advanced stuff like line suggestion, silhouettes, gesture, colour, composition etc.
The style of the morrowind art is known as 'loose'. You will hear that a lot in art. Frazetta is famous for it. See pic related.
For beginners I always recommend just read the sticky, bridgeman, hogarth, drawabox, anatomy for sculptors and find pictures of fun stuff and copy it, using different mediums and experimenting. So if you find something you like just copy it because you will learn to enjoy learning then. For this I would try fineliners, or maybe you can try translate it into brush pens, perhaps a charcoal pencil.

Personally I'd recommend fountain pens over fineliners. Japanese ones are one size smaller than american ones so their "very fine" is finer than the finest american pen, and similar in size (and scratchiness) to I think an 01 fineliner. Fountain pens have the same strength as fineliners, which is very consistent and easy-to-control line weight, but the nib is more durable, they hold more ink and you can refill them whereas fineliners are disposables (I think there are refillable technical pens, but those are just fineliner-fountain pen hybrids with metal nibs that are shaped like a fineliner nib instead of a traditional fountain nib).

I should buy a fountain pen.
I've been using a pentel refillable brush pen lately and it works great. With a fountain pen it would save a lot of hassle having to keep dipping my g nib pen.
My technical fineliners have lasted me years though. Even the 0.5 has stood the test of 5 million plus drawabox and loomis heads.

I don't know why other people are talking about the style or character design choices (when presumably it's someone else's OC anyway??) or saying there's no way to critique stylized stuff. A lot of the time the latter is true, even a low /int/ can fairly easily produce stylized work where there's no real way to critique anything in it because things like perspective, colour and symmetry are ok and there's no way to tell what things are mistakes and what are conscious design decisions that the viewer may or may not find appealing.

With that said, I can nitpick a lot of things here that I do not think are style choices. Her left arm is WAY smaller than her right arm and that elbow looks fucked up too. The hair looks flat and dead because it sticks to her skull too much, and from the shading I can tell that's not deliberate. The strap on her shoulder wraps as though it's headed toward her left hip across her back, instead of appearing to connect to where the bag actually is (and where the same strap reappears).Pinky finger on the hand giving the V sign is too small and the thumb is slightly too far down/in/too small as well. Perspective on the background makes it look like she's tilted backwards relative to the ground.
