its really not that bad. it doesnt look like an uguu kawaii anime girl but it has some character. oversaturated house style means that you dont see a lot of variation unfortunately but that goes for mainstream anything. try taking an objective approach (which doesnt mean "i hate this therefore here are the reasons its bad") and start by analyzing the shape language, form, proportion, etc. and find something nice to say. You arent a skilled artist if you cant.

I don't think it's a particularly great design, i have a lot of problems with it but there are good fundamentals in place. Im supposed to be working right now so i'll do a quick checklist

pros: Clear shape and value separation, good silhouette, detail contrast gives respect to focal point with room to breathe, palette gradiates away from focal point (from what i can see)

cons: unflattering facial proportions, nose neck and opening of jacket create a very strong center line which doesnt work as well on a soft character in this case, if this character isnt timid and young then the glance value is miscommunicating, rhythm of hard and soft lines gets conflicted with points of hair and jacket lapels,

I dunno if I'd say there's been a downward spiral, I think Onward was definitely a misstep, but otherwise Pixar's films have maintained a really solid design aesthetic. Soul, Coco, Inside Out, UP, Wall-E... Outside of Cars and some sequels (whose designs are still good, but not new, eg. Monsters Uni and Toy Story) they've stayed rather inventive and appealing.

I think the pipeline is still basic pixar but maybe im just a sucker for the aesthetic. I think they brought in a ton of talented people who payed respect to the source material, the concept art for pixar movies is always high quality but it feels like it gets watered down when transformed into 3d. Characters in the incredibles were very simple so the art style carries over almost 1 to 1, unlike something like Coco where the designs were great but lost life when modelled
