How can you exactly tell something was drawn by a jap so easily? This Is a historical japanese comic about the war between Scipio and Hannibal, and despite the character having very realistic, 100% western, proportions down to even the faces themselves, I can still tell this Is "anime". Why Is It like that?

All of these are typical of manga. If you've never read manga then, apart from the last point, you might not be able to tell whether it was done by a Japanese or non-Japanese artist, but if you're familiar with the techniques used you can spot them instantly.
American comic books, by contrast, tend to use thicker lineart with more line variation, rely less on tone, tend to use fill blacks for the darkest values, and obviously have word balloons and reading order oriented for the English language.

There's more to the standard manga style than just the faces. But if it weren't for the characteristic way they use line art and greyscale shading and the vertical speech bubbles this would be very hard to tell apart from something drawn in Europe.

It’s a monochrome ink drawing with thin lines and no shadows that wasn’t drawn with a chisel point and there’s nothing but white for the background. A westerner would have inked the shadow shapes black or used a letterer or there would be color, depending on lineage.

Vertical speech bubbles, no western person would write that much text in those type of bubbles.
And I don't think they'd use that pose for a character explaining things, he'd be standing or doing something vaguely connected to strategy. That's some "old martial artist" pose that doesn't convey wisdom or competence here.
