Already been said but this is why you never offer your work for dirt cheap/free, because you'll only attract people looking for cheap/free work and more often than not they'll be the pickiest clients you'll have. Even if you had good intentions and wanted to practice, your time is better spent doing things for yourself (or if you want to do nice things for people, even anons in drawthreads tend to at least say thank you).

Once you get to the point where you can do commissions at a price that's worth your time, you'll most likely have very few issues. Once you start charging more you'll attract people who value your work at that price, and most people are chill to work with. You can even take submissions via google forms or something and then pick which ones you want to do, and then even if someone turns out to be a pain you can just cancel and refund.

It's a start at least.
You might not like it, but what can get you a ton of commissions if if you find cliques of roleplayers or OC owners. They can be massively cringy at times, but if you are available to draw at any time they slightest idea for an art piece strikes them, they'll be hitting you up.
More then one platform can work too. Depending on the quality of your work you can upload it to Hentai Foundry which has moderators hand approve the uploads so if you pass their discretion you're at least not competing with noncoom, non art, and low quality on a platform. You can also self upload on Gelbooru, whether it's cool or not too. There's a code to not upload your own works to Gelbooru but it is not enforced /at all/ and only a few people seethe about it. I spotted one dude having 80 Twitter followers who self uploaded and sourced it to his twitter there who later exploded. If you upload under a different name literally no one can prove its you doing it either.

Also if are really serious about your thing. Then you need to go to professional sites were most pro artists tend to go to look for real job offers, like Artstation, there you could find a lot of artist that have pro quality works in various styles and subjetcs.

For example, if you put "Art Nouveau" in the search bar of artstation, you are gonna find a lot of art with that in the tittle, related to that style that you are looking for. So you just navigate and look for one that you like. Check their profiles to find ways to contact them, and offer the job.
They are several artists, in general most are average (not all are pro), so take some hours to look all that you can, and take notes of the ones you like. You can even set in the search preferences the media hey use, like digital or traditional.
