The artist is Yusuke Murata. This was for a manga adaptation of Back to the Future he was doing but it got cancelled over rights issues I think.

You don't see it often because it's simply not necessary for 95% of the poses and angles manga and animators are tasked to draw. It's not an appealing angle for the face so the face in view nor does anyone care besides some artists dead set on realism in chinese cartoons
