I like what you were going for but somehow all the parts are fucked. The things that stick out to me the most is the head and the torso. I hate to use the term "tumblr" but the head (face mostly) looks like a terrible tumblr fakeboi. The torso looks kinda flabby, like that of an old man, and lacks curves. (I'm assuming you were going for a sexy feminine twink, but if the character just looks like that then it's fine I guess). As far as software goes:

PaintTool Sai - Chonky little beast with an incredible blending engine and wonderful stabilisation built in. Excellent introduction to digital art for beginners with its simplistic UI. Was the favourite of any coom artist until Clip Studio Paint came onto the scene. Still used by a series of artists today, like doxy and natthelich.
Clip Studio Paint - Bastard child of Sai and Photoshop. A good inbetween, though many argue its superior to Photoshop bar that its missing a liquefaction engine. The new standard for coom and comic artists all over, and a fave of many industry professionals.
Photoshop - Industry standard, but at its core is really just photo editing software with a few utilities for arting stapled on. Unparalleled amount of tools that most you'll never touch or look at.

Wow, this is a great redraw. And yeah, I've been having problems with my lineweights and form recently. The lineweight I'm kind of chalking up a little of it to using this new pencil brush recently. I made it myself and it's a great brush, feels really liberal using it, but the density is kind of set. It's an honest brush, but there's not a lot of malleability in it. I'm terrible at making brushes though.

disfigured face. The facial features imply that he's looking up at someone with his chin tilted down, but you drew the eyebrows, forehead, and scalp as if he's looking at you straight on. Overall he just looks kind of ugly, and instead of it being smug/sexy its just annoying to look at. The lingerie doesn't make any sense either, the cut outs aren't stretched properly over the form of the torso nor maintain a uniform width along the straps. Including super thin straps like on the ball hammock is fine, but I would include those elsewhere throughout the lingerie design too or else it just looks like a cop out because you didn't want to have to line/draw/color more real straps. In general, I would use actual existing lingerie as inspiration since fashion design is its own set of skills to learn. It would be better to start out with drawing clothing from reference so you can better understand appealing motifs. Foreskin is also weirdly loose but others have mentioned that already. Lastly, the background/foreground decor looks very sterile, like you extracted lineart from a 3D model. Overall the colors are very pleasing though, I like this kind of calm palette a lot.

Maybe because of how monotonous it is? I rarely use different contrasting colors while coloring skin, unless it is for reflection or something. Or maybe harder shadows give that effect.

The hard shadows are clean, maybe it also needs some more soft edges for contrast, I notice a lot of skilled artists will draw hard shadows like you have then they smudge at low-med flow with brush strokes that follow the form, leaving hard edges for bones and sharp turns in anatomy. Also skin does't tend to have such strong and large specular lights, they're either weaker and less opaque over large forms or have tiny spots of super bright light
And as for monochrome I think it works for the style you're going for, if you wanted to make it more realistic you could look into all the different undertones. A couple of wide strokes of warm and cool colours here and there set on low opacity do the trick
