Here is how modern art works

You make a painting, right? A good painting, you're trying to say something. Maybe it's about God, or flowers, or spaceships, what have you.
You use your skills to communicate your vision the best you can. You work on your message so it had depth and your statement is organic and elegant. Then some guy looks at your painting and sees that you drew the pinky toenail wrong. You really should have drawn that pinky toenail better, damn. Another anon thinks your subject matter is trite, wow a portrait of a person, why are you so materialistic anon?
This isn't high brow enough. Some other person simply doesn't care about your message. Another person thinks your art style is too last century and it's boooring. Someone else thinks you drew the woman too pretty and you're sexist. No matter how good you are, your work of art will never be perfect, and what you say, your taste in things, will always be subjective.

With modern art, everything is fixed. You are not using any skills, so you can't draw the pinky toenail wrong because there's no pinky toenail! Your art is ugly as shit but you can say it's on purpose, and if someone doesn't like it you can simply say he's not sophisticated enough to understand it. You are not saying anything or if you're saying something you just pick a random hot topic and make a superficial statement in the loudest, crassest way imaginable. On purpose of course! This way someone can't criticize how "tactfully" or "elegantly" you delivered your message, you just say it's intentionally crass and this person is too close-minded to understand. Someone says your art is shit and you can say "no u".

Modern art is a roll safe meme. You can't criticize the art if there's no art.

You're still using skills. The words you're looking for are probably "an objective frame to compare your art to". That's what modern art doesn't have (as opposed to say, realism where real human anathomy is the truth).
But that's not necessarily a bad thing, it all depends on if the person judging (i.e. the one or ones who sees the art) like it or not. Objective morality doesn't exist.

In my country 1% of the cost of a public building is used to fund artists chosen by the local politicians, so it's no wonder they love to fellate the system so much. If the Church was still paying them, you would see those artists lined up at the Church every Sunday.
