Just speculation but it's pretty common for teen girls into 'fandom stuff' (this girl used to do anime and was quite good at it before switching to her current style) to draw all the time. Female fan culture has a much higher emphasis on making OC, rather than just consuming it from what I've seen. Basically everyone will write fanfics or draw or cosplay or maybe all three. You see a lot of pretty solid young female (almost any pronouns in bio young artist is female no matter what the pronouns are) artists because of this.
I unironically think it's because girls play less video games, so they have more time for hobbies like this.

learn to draw, look at and create form, learn how to measure proportions and use them to your advantage, learn how to use lighting, and has a sense for what a good reference is. then THEN using reference will help you ascend
then using reference will make things all the better

she's using references but a lot of it is still from imagination. reference is a scafolding

I'm pretty shure you don't get good by drawing figure drawings but drawing it looking at it and seeeing how the body works then trying to apply that to your own work, then using refrencess less and less.

That's because, unlike today when you get paid pennies to shit out generic illustration #2674837 in two weeks if you make it, if you managed to make it back then you would get very rich and influential, and quality was prioritized above all else. Many paintings took many months to make and they had all sorts of human models and props available to them to use as reference as they needed it.
