I have been studying cel shading through traditional media with my markers. Basically, when making shadows, put solid areas of darker colored marker ink over different, lighter colors. Cel shading with traditional media means no blending of color, just putting dark ones over lighter tones.

I think the best thing that's come close to it so far, is dbs broly. It's not brown and grainy, but i feel it captures the colors and line weight right, without the over use of digital effects like bloom, gradients, or everything having having highlights. Also helps that they redesigned the characters to closely match the manga, that already comes from that era.
