I'd just like to quality simplify a photo a bit so I can use the shapes as base and paint over them naturally, so either an external software or a photoshop filter tutorial of sorts
I have a bunch of similar ones already, but didn't really find the gatekept ones.

I appreciate you though, this place used to be much more engaging and helpful, got dozens of screencaps from various explanations and tutorials people posted years ago, like social media tricks, 80's anime, rare vids, translated blog posts, etc.
