If you're looking for this artist specifically it looks like JJFrenchie (Joel Jurion). I can't really think of many artists that draw faces similar to him off the top of my head. It's definitely a Western Europe Japanese influenced style sort of like Wakfu. I'd probably look for something like french anime.
