i'm not educated about how art schools work but i'm pretty sure they don't just accept any chucklefuck who applies. you have to have some potential they see in you, for them to accept you. what you are seeing and the conclusion you've come to is likely due to them being choosy about who they accept. if they're putting out great artists, that doesn't mean any random person can walk into their school and then graduate a while later as a great talented artist, because they're aren't accepting and teaching randos, they are teaching students they are confident will be worth their time, who have the drive and underlying talent to be turned into an exceptional artist, from a mediocre artist who shows promise. of course not every art school is like this, take calarts for example. i remember an anecdote i read some time ago where someone said that one of their teachers at calarts taught them that don bluth is a talentless hack.

or maybe they will accept anyone who can pay tuition, i don't know. all you can do is try it and see what happens, but "just go to art school on a whim to see what happens" probably isn't great advice

This is my best guess at what they are teaching them form looking at the images. The big take aways are; build your visual library and use unforgiving tools so when you make a mistake gice you imediate feedback.

Stage one: Preperation
-Figure drawing, hard brush with no pen presure, focus is on contour like in this video https://youtu.be/hX_cIzpiluY
-Studies of small buildings and indoor environments, freehand, no grids or models, being able to draw these type of environments is useful in making small one character paintings
-Studies of frames from movies, mostly hard round no opacity brush, sometimes the refrence image is blured to reduce detail, aim is to improve colour perception( being able to find the colour you need) and building a visual library for colour
-Line drawing of hard surface stuff, aim is on building visual library, they focus isn't on making the drawing good but just getting it copied down so some of it will stick in your head
-portrait photostudies, less of these done but lot's of time spent on these, more variety of brushes used but still focusing on painting with high opacity, the face is the area where most of the rendering will be focused in the finished works

stage 2: Simple illustrations
-line drawings of fully constumed characters, probably some underdrawing, more focus on making a good drawing rather than building visual library
-photo studies with more time put in, more focus on rendering, less no pressure brush
-black and white portrait study with different values to the refrence, teaches you to use refrence without having to slavishly copy it
-multiple character designs belonging to the same universe, combines the skills learned from figure drawing, costumed character studies and visual library studies, ligne clair linework + flat colours with some airbrush(optional)
-render character designs using skills learned from photostudies
-character portrait from imagination, highly rendered
-full body character in simple environment from imagination, highly rendered
-character design in black and white, no or minimal line sketching, just painting direct with a high opacity brush
-As above but in colour

stage 3: Complex illustrations
-Hard surface studies in linework focusing on accuracy, probably some underdrawing
-2 value photostudies
-accurate hard surface study, linework and 2 values
-environment and hard surface design, probably uses a perspective underlay, either a 3d model or just a regular perspective grid
-sketching buildings on top of 3d blockout
-illustration sketch using line and limited value
-full colour loose sketch for illustration
-finished illustration with complex perspective and multiple characters, likely starting from 3d blockout
