I keep improving, but I never get faster.
I have no control over it either, because the reason I take the same amount of time every time is that I am now better, so I'm doing something on the new upper boundary of my skill ceiling, and it requires conscious effort.

I am unable to just draw worse than my actual level for the sake of speed. Which makes me feel frustrated for not drawing 1/10 of everything I wish I were.

Is there a fix to that? Should I even tamper with it? Might be a personality thing, I'm anally retentive as FUCK.

Quit for 3 weeks and 4days, just imagine in that time period. Then draw 5 minute drawings everyday for 2 weeks, don't go beyond 5 mins. Rinse and repeat, for every repition add 5 minutes more to drawing time until you reach 60 minutes of time limit with 3 minute break.

This actually sounds a lot like the content I heard about in this (Japanese, sorry) video:

His "method for getting good in 1 day" basically involve drawing thumbnails (10~20min each, tops) for 13 hours straight.
Then at the end of the day you will be feeling like an idea genius, brimming with confidence, and wanting to flesh out all those cool sketches you mass-produced, being able to pick the best ones.

The problem, of course, is that the next day your skill will shrink back to normal, but you will still have done a little bit of growing and will have a bunch of cool ideas to work on. Even if they're not done under your Super Saiyan level, they will have derived from that mode and have a solid foundation/idea that look appealing if done at your normal level.

The goal here is different, but I think the principle is similar.

Every individual artist has their own specific trait that they naturally excel at. This is determined by causality. It is called the kekkai genkai.
For example some artists are naturally faster than others, some have greater motor control, some have greater colour observation skills, some have creater ability to utilize visual library information, etc.
It sounds to be like you do not have the kekkai genkai of speed, known as the Jinsoku sa Hayai no, but that's okay because there is a secret method to obtaining it.
Depending on the kekkai genkai that you actually have, you have a 75% chance of being able to access an opposite one to your natural one.
This is because of the inherent nature of ones individual art potential, where you can excel at two traits but only through the secret method
If your kekkai genkai is Namisen no Shitte ry or Irotoridori no hana than you can't do this because those are not opposite of Jinsoku sa Hayai no.
So assuming you're are not in this category you should be fine, just keep trying and you'll get there eventually

You are you just have no reason to. I had the same problem until I submitted to that tezuka one-shot competition and reached the point where if I didn't draw shit FAST RIGHT NOW then I'd have wasted months of work, so there was no choice but to draw faster.
That sort of broke the "wall" so to speak and now I suddenly feel like I'm able to draw twice as fast at the cost of detail. I also no longer give nearly as much shit about placing every line perfectly, I just kind of smash my linework into place and it just werks.

Last time I made a comic it took me 12 around 12 hours to finish each page, though... are there estimates on how long professionals take?

From what I've seen from those workaholic managaka, at the very least 10 hours of work 7 days of the week would amount to 70 hours of work for~ 20 pages, so 3,5 hours per page. But they have assistants.

A monthly mangaka could work on his own and get 14 hours per page, probably doesn't need an assistant at this point but you'd probably want to cut back on your working hours so rushing would give you time to breathe a little.
