If you take 4 or 5 strokes to make one line, that's chicken scratch.

If you make one line 4 or 5 times, that's restating the line.

You can still overdo it (in fact, 4 or 5 is a bit excessive). But if you draw reasonably light then restating a line isn't a big deal and is sometimes good to add emphasis.

Restating the line is when you know what you're trying to draw, you just didn't get it right the first time.
Chicken scratch is being too afraid to even draw a single continuous line because you actually don't know what you're doing and are trying to figure it out a few millimeters at a time.

If you are talking about the dodson approach, It's not a question of looking good, it's about making you stop being a coward and spamming ctrl +z or looking for an eraser every time you fuck up.

It's more efficient and free, you can always paint over the sketch later anyway.

I compare it to cutting paper with cissor : you cut in one go because you want a clean cut. You dont want to cut multiple time because you would trash the paper.
