I had the tiny cheap shitty outdated intuos for seven years and it was true pain to get art done. Still, you will be able to draw blobfish girl on it once you get used to it.

Well, this is what happens when you're a programmer and know nothing about art.

There are lots of cartooning books, but this is just basic spheres cylinders and boxes.

The lines are probably a Procreate default, or at least there's something similar in there.

The line weights are all pretty much identical on the figures, slightly lighter on the backgrounds. If you want some more art to do studies from, look at "ligne claire" style comics (Tin Tin is the most commonly referenced).

Focus on the head / body ratio. Looks like about a 5 heads tall figure to me. Since there isn't a book related to this style specifically the best thing you can do is do studies (just free hand construct / draw the actual comic images until you get the hang of it). Once you've done a few try drawing the same poses from different angles and see if you can make it look consistent with the originals.

Colors are all flat shaded with slightly cooler shadows, should be fairly easy to work out that part.

This style of drawing is called "ligne claire", it was pioneered by French artists such as Hergé (Tintin) and by Jean Giraud under the pen name Moebius, and after him by Katsuhiro Ōtomo (Akira) and Hayao Miyazaki (Nausicaa of the Valley of the Wind).
Just look up the drawings and the comics. The main elements to learn are perspective and form, because there you can't aid yourself with rendering of form and the colors are flat, so you have to make the drawing itself as precise as possible.

your colours are too saturated, the origional uses pastel colours, if you try again but make your colours medium to high value and low saturation you'll be a lot closer. On the drawing side of things don't get too into realistic drawing, it isn't necesarry for what you are trying to do. I think what you need is the early chapters of the vilppu drawing book or steve hustons book, focus on gesture and form but don't worry about detailed anatomy, for this style it's a waste of your time. Apart from basic figure drawing focus on keeping your shape design simple and make a ton of study's from this guy, take a panel and try to copy it as exactly as you can without using tracing or colour picking, it'l help you absorb the style.
