Perspective is taking a collection of points in a 3D space, drawing lines from them to the observer, and marking where they intersect a plane in front of the observer (the image plane). This is called projection. That's literally all perspective is.

If you have many lines that all point in the same direction (for example the edges of rectangular skyscrapers arranged in a rectangular grid, or square tiles on the floor of a large church), parallel edges will all converge on a single point when you project them on the image plane, which you can prove easily with math.
However, if there are lines that don't point in the same direction in real space (for example a cube next to an identical cube rotated by 45 degrees), you won't get neatly converging sets of lines. Shit also gets fucked up when you're looking at something close up because you aren't a single observation point - you have two eyes and your vision is only 2D projection when looking at things that are far away compared to the distance between your eyes.
