often times, this means being someone who creates art can help with it but it's not necessarily a prerequisite to it at all
to use a food analogy (yeah, yeah, i know), you don't need to be a master chef to tell someone a grilled cheese has obvious flaws. maybe they burnt the bread, or put so little cheese you could barely taste it, and give your feedback as such. actually fixing the problem may not immediately be obvious.
that being said, being involved in the craft would help you critique. you do have to have some ability or interest in eating food so that your critique is helpful. if you just wolf down any garbage and claim "the bread isn't cooked enough" when its clearly burnt to shit then obviously you're not in a position to critique anything.
its also useful to distinguish in your critique what is reasonably "objective" and what's "personal taste". in the grilled cheese example, maybe the grilled cheese is nice but you feel like the cheeses used could be tangier, or creamier or nuttier. you can pose those, and maybe the artist will be receptive to nudging it in directions that improve the work overall, which again, is pretty subjective

the bottom line is, critiquing itself is a skill, one that can improve with your own artistic ability, but some factors remain separate. if you notice a flaw, be it something you personally don't like, or something that doesn't look correct, feel free to bring it up in a productive manner

My first drawing sucked ass ( the undetailed alien) but then I dropped acid a week or so later and decided to doodle over it again. You really should try to train your measuring, this way your constructions won't look wonky. I see you're using Hampton and as far as I recall he didn't teach any method and instead makes the doll by feeling/eye then accomodates the differences between his construction and reference on the go. If you haven't trained your eye to see proper verticals, horizontals and diagonals it may be hard to nail them at first.

If you’re so confused about the hub and doors, a five minute play through should solve that. The hub is the area you walk into once you leave madosuki’s apartment after going to sleep. The doors in the hub lead to different dream worlds. To complete the game, you explore and interact with objects/events in the dream world to earn ‘effects’ which once you’ve collected, you can drop in the hub to trigger the ending. This isn’t really a challenge about drawing ‘CrAZy DrEAMs’ it’s more about formatting your mental space, in a similar style to Yume Nikki.

Currently it's mostly random sketches and half-assed studies where I have a reference but I don't actually use it religiously so I just kind of approximate the general forms and then do whatever.
I'm on a low streak though so I haven't really had time to build up much of a (current) library.

I need to look at videos though you're right. Sometimes I do just like the studies I only roughly follow them instead of copying so I end up not learning a whole lot.
