I haven't experience it myself nor have i seen one, but is it possible for an artist to have such as a night and day difference in ability with traditional / digital drawing?

depends on how much you depend on digital-only tools like color picking, ctrl+z, liquify, cropping, stretching, and so on

Yeah honestly digital is a medium in itself. Fundamentals might carry over from digital to traditional and vice versa, but each medium requires an understanding of particular techniques.
