please ignore the shitty shading. this is still a work in progress!
so i’m trying to draw ted bundy, and he seems very...dead inside. i’m trying to make him look evil. any ideas on how i can accomplish this?

Before worrying about subtle differences in facial expressions and how lighting, color, and angle can be used to communicate a certain mood, you should learn the basics of anatomy and construction.

While this guy is right overall, learning what you need for a piece is actually a great way to make things stick, I Entourage you to keep making lots of pieces like that (while studying on the side)
Why don't you take this opportunity to copy a bunch of evil guy drawings and try to notice which things make them look evil?
