Are we ever gonna have someone with mastery of technical skills like the old ninja turtles again? There's only so much amateurs like most of the people who frequent this board can do, since they have no form of apprenticeship from someone with decades with skills. Most western art institutions have long ago stopped caring about technical skills. And sure, Asian places still care about technical skill, but there's something missing there, some form of restraint and taste.

What is this "technical skill" you are directly referring to?
Most art is 1/5 skill and 4/5 time.
Even so, most art "professionals", or really any "professionals" barely know what they are doing which is why they have such a hard time teaching people under them. They usually hate teaching people as well because it exposes how little they know.

Not true, there are many ateliers in Europe and Russia that teach technique and precision. A surprising number of present day artists can paint at the old master level. I encourage you to get on instagram (really) and search for Repin Academy student works and related pages. You will get tons of examples and lots of related hits. It makes me hopeful desu

The only artists that want to larp as a renaissance master are beginners fascinated with technical masturbation for its own sake, and wannabes. Literally no different than donning knight's armor and trying to go on knightly adventures. Or guys walking around with folded 1000x samurai swords.
It's fine to be interested in the historical and aesthetic value, and even to be influenced by it, but it's cringey as fuck to sincerely to try to BE a knight or a Da Vinci in 2020.

You have to see how your OP comes off a certain way.
The old masters' methods suited a time and place, in the same way a knight's armor suited a time and a place. You wouldn't clad yourself in steel bodysuit in modern warfare.
Skim an old treatise on perspective and you'll see what I mean. It's fascinating in its own right, but you might come to appreciate why nobody's treating the subject of perspective in such a laborious manner anymore.
So when you ask, Where are the ninja turtles? it just feels fucking silly to me. You notice nobody ever asks, Where's the orthodox religious iconography? Of course not, it doesn't demonstrate high technical skill, so it must not be as valuable as art that does. The real reason why we don't do either anymore is because that was then and this is now, and you can't divorce art from its historical context. There are still artists doing interesting things, even to a high standard, if you look for them.
