It's only a good idea if you help you to improve.
Everybody have different methods.
Some have artist attitude that they wanted to be free and not limited by anything.
If they wanna learn to draw perfect hands first before drawing head, it's their choice to do so.
If making a list and following it is what help you to be motivated and improve, then go for it.

you can get better at some things just through lots of time grinding & osmosis, your instincts will just improve and you won really know why they did.
for the biggest gains though, it's good to try and structure your drawing/studies etc around a specific goal
