My head is empty, I never get good ideas, can barely come up with a pose I can't even think on facial expressions, Am I retarded? Does anyone have this very same problem?

Find things that inspire you. Write down a few things that you're interested in and try to draw them.

Whenever I have this problem, I consume more art that I like and I always end up inspired.
Sounds like a 30 year old soccer mom suggestion, but make a pinterest board and pin anything that you like. Don't even think about it.
If you like the colors, pin it. The lines, pin it, the subject, pin it. And then look at it when you're bored and uninspired and think of ways you can take all the stuff you like and combine them.
Keep a notebook or sketchbook handy to keep track of your ideas.

I think I have the same problem. We might be low in creativity. See if you're ignoring something that you know needs your attention and fix it, it helps you be less apprehensive to trying new things. Low excitement seeking also takes a toll on creativity, you might have learned to disengage from activities that seem purposeless or not good enough, and forgot to enjoy things for what they are and to have fun.

What do you guys think of this video?
https://www.youtube.com/watch?v=CAVNYq4Ab2k&feature=youtu.be
I know the drawabox guy is kind of a meme, but I felt like the idea he was trying to communicate here was important. I kept grinding fundies constantly, never making anything original, and I feel like that burns you out way more than just jumping into whatever it is you want to do

because you're not supposed to grind fundies constantly.
you jumping into whatever it is you want to do and when you are stuck you practice what is giving you issues and apply it

Yeah, I feel like this video was a good wake
up call along with an anon here, and funnily enough, that recent Ethan Becker video where he has Sinix on. I decided to take a more lax approach and just start drawing more freely. I found that I could recall a good amount of information from all the figure drawing I’ve done and pull off stuff without ref, or at least instinctively know how to redline it. I’m definitely gonna be doing things in this more “playful” way, why make art if it’s gonna bore you to tears.
