TL;DR
For the 100th anniversary of the Tezuka contest they're running a second contest alongside it for us gaijin. We submit, they translate the not-shitpost ones and choose winners from those. Winner gets money and they run the one-shot in the magazine. They don't need to pick a winner though, they don't always pick winners from the regular Jump Tezuka, so if all the submissions are too shit they just won't award a 1st prize.

Put it this way, if you start on the 1st of july you have 62 days to complete.
WITHOUT TAKING INTO ACCOUNT THE TIME IT TAKES YOU TO COME UP WITH AN IDEA AND WRITE AND PLAN THE WHOLE ONE-SHOT, you can complete the one-shot by the deadline if you complete pages at a cruisey rate of 1-page a day, missing some days.
THIS ALSO DOESN'T TAKE INTO ACCOUNT ANY SETBACKS SUCH AS NOT BEING HAPPY WITH THE RESULT AND REDOING ANYTHING.

So basically you're doing yourself a massive disservice by not starting as early as you can. Don't do work tomorrow that you can do today!
