I've been meaning to start one, but I have a hard time finding people who are genuinely interested in exploring this even in the loli artist discords I'm in. They mostly just lean on height and flatness as visual cues for youth, and aren't interested in more esoteric indicators.

I started a discord loosely for this purpose over 2 years ago but it just ended up getting filled and used by non-lolicon artists who just happen to tolerate loli. Its still alive and a secure place to share loli art. So here's some tips to not get banned in 10 months: as long as you aren't retarded and pull stupid shit like:
>posting public invites
>making the server seem secret/elite/cool
>obvious loli specific theme
then infiltrators aren't an issue

another tip: "mods" and "rules" are optional, small community's can omit them entirely. If you reach a point where there NEEDS to be "mods" or "rules", you might as well just nuke the server because at that point there's too much going on and getting nuked by discord HQ is an eventuality. Prevent the need for mods or rules as much as possible.
