Lack of value separation. The blue background is nearly as bright as the characters' faces lit by the fire. Only the foreground bits unlit by the fire are actually in shadow.

Makes the background look like a painted backdrop in a stage play, rather than an actual landscape behind them.

The intensity of that blue light should be washing over the characters and foreground elements, but they seem completely isolated from it, barring that blue highlighting on their heads and a couple of other places.

That's typical for book cover illustration, the book publishers wanted bright colors like that to stand out on the shelf. Michael Whelan had to satisfy that requirement too, at times. I don't know if this was used for a book or D&D manual, but fantasy art with blown out saturation like that was common in the 70's and 80's.

The "stagey" quality is by design. I think that it enhances the fairy tale feeling of the illustration. Not everything is improved by approaching it like a drab piece of concept art with cinematic lighting and composition.
