Would redrawing all the frames from an animated movie be good practice?

No

If you just turn your brain off and mindlessly draw what you see, the benefit will be pretty minimal.
If you draw mindfully, if you draw with construction with the goal of improving your handling of basic forms for your own imagination drawing, if you go in with specific goals like "I have a hard time connecting the legs to the pelvis so I'm going to be on the lookout for how they do that in these frames", if you pause after each drawing to think about what you can do better for the next one and see if you can apply some of the techniques from this frame to some imagination sketches, if you pick a few frames to study hard and try and draw them from memory later, then yes, it will be helpful.

Yep. As long as you supplement it with studying from life and using a sketchbook to draw from imagination.
Many inbetweeners get better by studying and redrawing the frames for key animators.

Not one single thing will make you a better artists. Lost of morons on here just want some magical cheat code to "make it." Most will bitch and complain like soiled children about the invests and focus required to improve.

if you can't recognize the artistic and technical achievement that ghost in the shell represents then i don't know what to say to you. maybe you don't belong on this board?

I still marvel at the animation and background paintings. some which are only surpassed by maybe akira

to answer OPs question...yes! I believe some drawing will be a benefit. you would be training your observational skills first and foremost. would every frame be necessary? no i dont think so. just some key poses as long as you're paying attention to the forms and don't get caught up in the details.

also, as long as you mix drawing cartoony/anime stuff with drawing from real life you will be good. It will help inform what you are seeing when you see other peoples drawings if you understand the basis for where those drawings come from.

and maybe check out this new book I recently purchased/discovered called Anatomy for Sculptors which is pretty awesome if you'd like to get into anatomy. it breaks down all the muscle groups and gives cross-sections/topological drawings of figures so you can better understand the shapes of different body parts.

You can also use Adobe Media Encoder to convert videos into optimized PNGs.
I got the CS6 suite and I use Premier Pro to cut specific scenes of anime, then convert them to frames using AME.

Copying frames from a movie is one of the ways you study composition. Of course, you actually have to think about what you're drawing and study why things the way they are, assuming everything you see is placed intentionally.

No, but inbetweening a whole movie to be smoother is.
It would be pretty similar to how they train young animators, and it should be good as long as you know your basics

When you get accepted into an anime studio there is a period of education and practice before you go into making keyframes or storyboards.
The task is called douga, and it is the process of tracing over the professional inbetween onto a new piece of paper to create the final clean frame, and draw inbetweens for the motion.
This is actually a really good way to learn, because you need good understanding of what you are drawing in order to do the final frame justice, and learning by inbetweening the work can teach you a lot as an animator.
It is worth mentioning that this is after you have been accepted into the studio, so if you are starting from 0, it may not be the best. You can try it out, see what you learn from it. I bet trying it on a few cuts would be educational, but if you are just starting out focus on fundamentals and getting better at drawing.

short answer yes, long answer yes.
