I recommend getting good at perspective first before going to other stuff it would make things alot easier and faster to understand. Drawabox is a good start. There are also books like how to draw and framed perspective. Prepared ur mind to get fucked as this is boring asf

drawabox will teach you basic 3D forms and construction but imo he's just discount Peter Han, so find his shit in the video threads instead. you'll use their method to learn to place objects in space and build off of them toward a complete drawing. a strong intuitive understanding of form and perspective is a prerequisite for accurate figure drawing
loomis, hogarth, and vilppu are all figure artists. only the former two have a background in comics/cartoons as far as i know but you may as well dip into all three and figure out whose teaching methods/processes you prefer. you can also look into steve huston and scott eaton, or as an added bonus michael hampton and rey bustos for anatomy. all of these people with the exception of bustos will teach gesture, which is what you're after when you say you want to draw figures with movement
this shit is fucking hard and time-consuming to learn so be ready to do work
