I'm still a little lost on how I should lay out my practice schedule if I'm starting from scratch.

I'm still awful at drawing so you should take this with a few grains of salt, but this is my advice: start by making a serious effort at drawing whatever it is you want to draw. Make a few attempts at this. Experiment and see what problems you are able to identify and fix on your own. Yes, you're going to do a terrible job, but that's something you'll have to deal with no matter what learning route you take.

After doing this, find some material that will help you fix whatever you think is the most important and fundamental issue you encountered, be it basic line drawing/pencil control, perspective, symbol drawing, figure drawing, whatever. The problem with going straight into exercises is that you might not fully understand what you're supposed to be taking away from them unless you've already made some serious attempts at drawing. Grinding exercises without fully understanding what you're supposed to be gaining from them or why you're doing them is not very efficient, nor is it likely to be good for your motivation. You should be seeking out solutions to specific problems rather than working out some sort of regime you can follow to become good at drawing.

How bad is drawing on a non laminated screen? Think of it this way. The vanishing point is the center of another image, just looking out from another perspective.
You begin drawing from your own perspective, but as it gets closer to the other one it stops being about your own perspective, and moving to a different one.

In video-spacial theory, this is because your perspective is static, but it affects what you're looking at in different ways, depending on the distance, lighting, and the angle.
A 30 degree angle at 10 feet might be a 10 degree angle at 300 feet, or some shit. It's all relative.

A: I'd move "being accurate when drawing something from ref" up here. Use a grid at first and implement sight-size drawing technique. Then, when you feel comfortable, ditch the grid and go only to sight-sizing. (when your sketch is accurate and finished out you should be getting rid of the grid to do your values. Please do not try to do your values square by square. Fill them in with the forms of the object.)

Value studies. Find a photo with good values like in the new masters academy library, for example. Something simple like fruit at first. Fill your background tone in first and then go at it. Do this until you've gotten it down and are accurately picking values with your eyeballs. Then you move to color.

B: Do studies of color photos the same way you did values. After mastering value, you'll have 1/3 of what you need for color down and you'll feel more comfortable. Color is just value + hue + saturation. If you were talking about color accuracy when drawing from ref, it's just going to take time training your eyes. You should color-pick to see how close you were to the real thing and then learn how you're skewing the colors. Is the hue wrong? Is it too saturated/desaturated? Then keep going with what you know now.

Another way to learn to do color accurately is by color-picking a limited palette (no more than 10 colors, but try to keep it as little as possible) from your reference image. Set them aside on a separate layer, and do your study from your limited palette. You are not allowed to use any colors outside of the palette, so make sure you get everything you absolutely need first. What's the lightest color? What's the darkest one? What are the extremes in your range of colors in your midtones? Now do your study. Remember that you can blend things to make colors/values you don't have on your palette when rendering.

Also, big help to me starting out, was to make sure you're always going from the most general shapes down to the specifics, and progress your piece all at the same time. Don't render until you've blocked in. Don't block in until everything is sketched out. Etc.

Why does drawing feel like a lottery? Everytime I want to start a new drawing it's taking me at least 20 retires to finally settle for something that looks the least shitty and force myself to finish it because I already wasted too much time and in the end I'm not happy with the results. Ok the thing about this is you need to make sure you understand gesture very well, otherwise you're just going to get stiff awful poses or body parts clipping through each other and shit that looks wrong. It's gonna suck but the same thing happened to me. You just gotta suck it and keep trying poses with a wire and then creating the body all from imagination. What it's recomended is that you have a reference but you almost don't look at it. First draw from imagination, make all the mistakes and use the reference as correction. A lot of people suggest gesture drawing to improve at flow and generally capturing figures, and while I'm trying my best to capture the flow of photos, I can't quite tell if I'm "learning correctly". I'm a complete beginner almost never held a drawing pencil in my life. I managed to spout out this handless crap without learning any fundamentals, simply copying lines after my own calculations from a reference pic, which resulted in the proportions being fucked. (i also made another one but it's lewd and worse)

I can't wrap my head around the basics. I can't draw cubes except as seen from the very front. I don't understand how shapes move, bend, twist, etc. I don't understand how they're seen from above or below and I'm not able to find a dumb's guide, step by step, teaching me these things.

What's the best course of action here?

It can make it a bit more comfortable if it's got a tilt like a drawing desk, but it's not that important. Your desk and chair should be at a good height, (no t-rex arm pose) but if you already have good posture, then there's nothing left but practice not clutching the pen hard. Might be worth upping the pressure sensitivity to see if it comes from you pressing too hard

Well you save $$$ for materials, that's for sure. You can learn all the "mental skills" (perspective/3d stuff/figure drawing/color and values...) but you will still have to learn how to master your traditional media. Digital is a medium in itself that needs mastering
