What is /ALT/?
If you're looking for a place to post your cartooning then you've found the right general. It's good that you're going for an ambitious scene. Do the best you can, but I suggest ending this piece at the lineart stage and moving to the next one. Overall, your expressions are decent for a beg, and its good that you're focusing on dynamic poses, but the piece is held back because you don't have enough experience with anatomy and clothing yet. Moving on, I think the best part of this piece so far is that you're telling a story in a single image. Some people never quite get that abstract concept, but if you're a beg and "get it", then you'll probably make it pretty far in art.
Lastly, good on you for not hiding hands, put in the pain now and you'll thank yourself later. But as I said earlier, don't take this piece to color, you need to keep practicing drawing for now. Good luck, dude.

I messed around with this some more. Made her bobs smaller (it's not a l*li, it's a generic fuggin anime girl with small bobs, and if you have a problem with this version, you must also have a problem with the big bob version because apart from the breast size, I changed nothing proportionally. Breast size is not indicative of age. Well, you could post your artwork for me to see, but I don't think you will. Anyways, one thing I learned during stylization studies and realism is that what separates them apart is basically proportions. Obviously you can't do a large anime head with the average 7 1/2 heads proportions unless that character is actually reasonably tall. There's other things like shoulder and hip proportions too. It really just depends on what it is you're shooting for. So take this however.

This is a great character design.
I think there should be more consistency with the texture. You've got a rough charcoal-like brush for the shadows but a very smooth digital look for the highlights that clashes. I also think you should include a bit more ambient occlusion so that objects and planes stick out more from each other.

Yes. Basically, if you have the skills to draw a sphere, draw guidelines on it, and place features on it, and to rotate boxes and cylinders. Perspective does not need to be perfect, but it very useful to have.

Anon, this tutorial is in Japanese, but you could try just looking at the video.

Skip to 19:00 and watch until about 50 minutes in, he'll have an "anime face slapped to real anatomy" and then go through the process of turning it into more "2D girl".

The main gist is drawing things a bit thinner than IRL because when you don't have shading (flat colors in manga/anime), things look thicker than. That and a bit of altered proportions on hip height, head size and leg length to make it more idealized, but those steps are optional.
Line economy is also good to avoid uncanniness.
