No, it's not. Commercial illustration is a huge, board umbrella term for any illustration commissioned by business/corporate clients. Most business or corporation commissions are not related to popular IP's.

Fan art is one of the things that drives me to create art though. But it wouldn't creativity fulfill me personally. I want to learn art and create fanart so I guess it's a balance. If I only made fanart for pateron money I'd go insane especially if it was just porn. Nothing wrong with that but I would hate it.

No, it's not a parody. Sakimi's work doesn't even come close to meeting the definition of 'parody'. You cannot create work that infringes on a copyrighted IP and magically claim 'PaRoDy!' and suddenly make things okay. Parody is a specific legal defense that contributes towards making a fair use argument (which is difficult to do), not some surface level excuse to protect blatantly infringing work. You claim 'parody' as a defense in court, not elsewhere. If Sakimi was taken to court and her defense was just 'duhhh it's just a parody!', then she would be blown the fuck out.

She hasn't gotten a lawsuit because most of the time these things are resolved not with a lawsuit, but rather the copyright holder issuing a DMCA takedown to the hosting website. If she hasn't already been issued these in the past, then it's because whoever is responsible for issuing DMCA takedowns for a particular IP may simply not be aware of her infringing work. Either that, or they have decided not to pursue it quite yet. If an IP did want to take action against her, they could issue DMCA takedowns to Patreon and Patreon would be force to remove her Patreon post, and Sakimi would have to refrain from creating work related to that IP. If Sakimi kept getting enough DMCA takedown warnings from copyright holders, then Patreon would need to consider booting her from the platform.

Of course, when issued a DMCA warning, you can fight back. You can say, "No - don't take my work down. It doesn't infringe on X companies IP." THEN things could escalate to a lawsuit, where the fan artist with be unequivocally blown the fuck out in court.

As mentioned, it's because the copyright holders decided not to, for one reason or another. Plenty of people get away with it because it flies under the radar. Or maybe the holder is holding back from pursuing it for the time being***. Or maybe they don't want the bad rep of going after a particular project. Or maybe they don't care, and they enjoy the free advertisement.

My point was not so much that it's likely Sakimi is going to get in trouble - my point is that if the copyright holder wanted to, then they COULD take action and she could get into trouble, and she would have a poor legal defense to protect her.

***A good example of this is Nintendo. Nintendo, despite their tough nature on fan projects, have been well known to be relaxed on enforcing IP protection regarding fan art. For example, their lax nature was one of the reasons you might see so much Nintendo fan art on t-shirt websites, like Redbubble, Etsy, etc. Nintendo was considered "safe" for years and years because they never did anything about it. For reasons unknown, they recently dropped the hammer and issued mass takedowns on many of these sites. Folks entire accounts are getting wiped because they had so much Nintendo fan art and now it's all gone overnight. A lesson learned: just because you got away with something for a long time, doesn't mean that it's somehow okay or 'safe'.
