I think it's because rendering is actually easier to learn than drawing. It requires less fundies because it's mostly just value, color, and a few brush tricks. Plus it gives the artist a dopamine hit to see a polished turd. If it were the drawing itself without rendering, the artist will probably feel frustrated.

Rendering isn't necessarily hard...it just takes alot of time. Drawing takes less time but you have to know your shit or you'll be redrawing things over and over. Drawings will always look better alone than when they get painted on. The painting over a drawing will reveal flaws in the drawing real quick. This is why drawing is easy to get started on but hard to master while rendering is hard to understand at first but gets easier when people pick up meme rendering styles like Sakimichan, but then it all starts to look the same.
