They have squinty jap eyes and as we all know you have to squint to see value which helps with drawing anything. This is because in low light the rods of your eyes take over and they see black and white contrasts.
However for color you have to open your eyes to make sure your cones in your eyes can get as much light as possible, as the cones in your eyes dont work in low light and are even biased towards blue as the rods in your eyes are connected to the blue cones like a power leech trying to charge his phone with a usb splitter.

Most Japanese eyes are as round as western eyes. The shape is just different (almond shape) with the eyelid ok bottom instead than on top. Super squinty eyes is a trait of southern China.

My opinion.

Japanese art comes from a strong line-art tradition. Western art comes from a painterly tradition.

Ergo, Japanese artists are generally better draftsmen, and Western artist are better painters.
