So something like this you gotta consider the composition and timing of the shots during the storyboard phase to make each action clear.

Character 1 throws the pie forward (away from the audience) but then we suddenly see it coming toward us. That's confusing screen direction. Additionally, both character 1 and 2 are on the same side of the shot for their respective actions. Given the sketchy nature of the gif plus their similar designs, it's not readily apparent who's doing what.
In order to fix this, start with splitting the scene down into it's essential elements: Character 1 throwing the pie, a shot of the pie flying, a shot of character 2 reacting and trying to avoid getting hit and, lastly, impact

What TVPaint has over other "animation" software is the clean organization of the timeline. None of that annoying fucking Photoshop-style layer-stack bullshit where individual frames of the animation are just re-routed from a huge fucking stack of layers. That's so inefficient and a huge waste of time. TVP handles every frame as their own entity where all of the information is held on the timeline. Think of Adobe Flash but way more flexible.

The key to anime animation style is having a large enough visual library that you can draw a very rough accurately proportioned animu girl's outline and animate straight ahead (i dont remember the term). Meaning no key poses. This is what gives them the energetic feeling most sakuga have. You can see this in most rkgk. Look up guzzu and see his process videos. The fundementals taught by these westerm animators are still very much applicable to anime style. You need to be able to simplify your construction lines more and give compartmentalize the character's body parts more so you can easily "puppet" them around in your head and draw them. I reccomend very simple shapes like cylinders and spheres and cubes. No vilpu head shit unless its already ingrained in your head. Have a good sense of timing and know when to ease and when to animate on 1s (24 fps) and 2s (12 fps). Anime's 1s and 2s are half the framerate of western's, 12 fps and 6 fps.

ah alright, that's exactly what i was going to say but i wanted to hear your thoughts on it. most cartoons look like they're taking place on a theater stage, hence the relatively flattened perspective. staging and gestures matter more than conveying a sense of 3d-space, which is great for expressive motions like in pic related.
japanese layouts and storyboards are treated like an imaginary camera, with a focus on framing. that's why the action works so much better in anime. there are obviously exceptions to this, but it's hard to find the latter in traditional American cartoons.
it oftentimes feels like construction is used as a way to arrange coherent shapes, rather than build consistent volumes and move them around accurately.

Hit the nail on that one western cartons are always on a flat 3/4 view full body perspective. Figured the whole thing out btw.

Basically you color a frame with base colors, then draw the shade areas in a separate layer, choose an out of place color for them, blueish color in pic related for example. Export it separate from the base color layer.
Import into both into AE.

In AE, Import the frames into a composition, place shades above the base color image, add a "change to color" effect to it, you can now change the shade color to any variable of hue/saturation/luminosity, you can also adjust the layer's main opacity.

Important thing to remember is to avoid antialiasing in your drawing program when creating the animation frames (makes it easier to fill spaces and to edit in AE).
You can apply OML's Smoothing plugin to the final composition, for the lines to become smoother.

I think CSP is far less intuitive, and I use both.

Flash is pretty straightforward: the timeline goes horizontally for moving through frames, and vertically for different layers. If you have a background layer it essentially has its own timeline, and you can put another layer on top with its own timeline, and a foreground layer, etc. It functions like CSP but much simpler: a layer is a layer, not a frame (with folders serving the actual role of layers).

In other words say you want the background to just sit there the whole time, not changing. Drag the frames out. But you want the TV to be showing different images on the screen. Make a new keyframe to edit the image, or a new blank keyframe to draw something else entirely. Then there's a third layer which is the character watching the TV, and from the number of keyframes you can see he's moving more than both of them. Then there's tweens and stuff which is another discussion, but that's the absolute basics.

The wind is coming from 20 different directions, you are missing the back of the skirt, the hair is completely still despite the wind, the clock thing moves at an ugly low frame rate when you can tween it and make it smooth and the levitation is barely noticeable.
I would suggest to make a smooth loop of one sleeves then you can duplicate it, put a different starting point and you have the second sleeve. Duplicate and mirror the skirt and make it a darker color and you have the back of the skirt. Make a short loop of the hair. Exaggerate the levitation a little and put some ease in and out an that shit.

The existence of pressure sensitivity in Flash is not in dispute here. Take a step back and follow the thread for a moment.

Tried animating in drawpile with a friend, here's what I managed to shit out. Anatomy aside, I find it difficult to go from pose to pose (but straight ahead would probably be more difficult to work with when making a loop). I gave up trying to make this seamless but I want to get better, really want to learn to animate frame by frame like a bunch of old movies and cartoons I used to watch.

Can you recommend a resource or something like that, or tell me what I can focus on to get better?

You can use DP to animate but it's probably not ideal, I'm looking into how it's done in csp so that'll hopefully be more intuitive

I meant for her forearms to be pushing the tits together and helping them move up and down, but they don't really look like they're in contact enough to do that.
I made the hips move back and forth as an afterthought because I just didn't want them to be static, I guess it looks uncanny cause all of it put together makes it look like she should be rising and falling, but her body's stationary.
I'll keep your advice in mind for next time, thank you. Going to have to plan out momentum a bit more closely

its hard to tell what you are doing, it looks like she slows down at one point, sometimes she takes long steps, sometimes she jumps or take small steps. If you wanted to make a consistent run you need to check that, other than that i`ll say concentrate on the keys and breaks first.

if by export you mean 'render' there is an option. not sure why it matters but it does definitely pipe you to ffmpeg and you just select gif or mkv or whatever, seems really minor because why would they reinvent the wheel but yes its still using third party tools. few formats supported though, but ffmpeg definitely supports them like webm so maybe you need to somehow make your own presets

Do you need to decide on a framerate and stick to it? I'm doing some of my first animations and so far I've just placed some frames here and there without thinking about adhering to 2s or 3s so it's uneven like pic related. Does it matter?

Generally it's kind of annoying to do inbetweens on thirds, so if you want a general starting point, choose motions that are 4, 8, 16, 32, etc frames long. Things like 12s and 24s will end with you inbetweening thirds eventually, which is kind of a pain.

Just some starter things to consider. 24 frames per second is industry standard for animation. Most animations are made up of a mix of 2s and 3s for slower motions and ones for quicker motions. It shouldn't matter having Keyframes spread out like that if you already timed them and they look good.
