Well sure depending on who you ask, but I think it's much more important for both to contribute to the best of their abilities.
If the person working from home is successful then by all means good for you, but if it's one sided the one who's working will probably get discouraged and disappointed by the lack of drive and ambition from the other side.
Especially nowadays in the modern working society where women are more ambitious and can reach higher than ever.

On the other hand wives who have to take care of children should be more supported, after all raising and properly educating the next generation is among the most hard and expensive jobs there is (well depending on the mentality of the parents that is).
