here's how:
- reach certain skill level
- get good at pandering stylistically and thematically
- create an online persona with some branding to it
- bombard the internet with your art (insta, twitter, reddit, 4chan, hentaifoundry, tumblr, etc) post 2-3 times per day and where possible fill the autoposting queues with your art
- consistency is king
- advertise your patreon/email/website on all artworks
- before you know it you'll wake up to 2-3 commission requests every morning
- increase rates until you weed out the lowbobs and only get around 10-15 commissions per month but highly paid ones with chill clients (you'll quickly learn to spot red flags)

Not a very high one. You can get by just fine with a seemingly low skill leve (think Shad).

However the meat and potatoes of the business is this: Can you grind out those commissions, whatever level they seem technically, at a fast enough pace for it to be $60+ per hour? I could probably do much more impressive art, but then my $/h would start tanking incredibly fast. So I rely on a very repeatable reliable process to crank out work and thus I'm able to pump out 2-3 commissions per day (at $150 per commission average that's a very respectable income)

But yes, I could do 2-3 pieces a day, everyday. It wouldn't be worth $150 a piece though, I need to get better before that. Though to be honest I could see myself reach your example's level decently fast if I focused more on rendering.
And what would be actually more time-consuming is to make the customer base. I'm bad at medias, it would be very timeconsuming, especialy at first.

Don't post on Reddit. Hope one of your followers posts your fanart on the respective subreddit. Doing it yourself is often against the rules and an asshole move.
Don't plaster your patreon link on everything. Everyone knows about patreon by now. Post links like that on your profile or a pinned post. Post about activities that take place on your patreon instead of simply begging for support.
Don't flood Twitter with non-art posts and reposts that won't gain any attention to begin with. It will mark your tweets as potential spam. Posting once a day with a sketch or WIP is more than enough if you have no finished art.

I'm not motivated by money at all, so I'd much rather live on 25k a year and have time to do whatever I want than to make 100k a year and work my eyesight, back, wrists and shoulders into the emergency room only for big jew government to take 50% of my annual income and my materialist lifestyle feeding back into a judaized system that extracts value out of my labour via VAT and consumption taxes. A lot of subreddits have rules that only allow you to post your own original content to avoid theft among other things, especially when posting NSFW content and most mainstream subreddits for big game releases and whatnot encourage you to post your own art. Game companies also spend an obscene amount of time trying to scout talent off reddit and several devs have gone on record saying it's much easier and more effective to do that rather than looking through portfolios and resumes.
Do post your patreon link as much as you can because people are too lazy to read your bio, especially if they're not yet invested in your art. Don't beg for support but make sure you link it whenever it's even remotely relevant.
Posting non art is perfectly fine and the only people who give a shit are autistic smut collectors who won't support you to begin with. Reposting is also perfectly fine, especially if there's hashtags that might be related to some of your art (like japanese tummy hashtags that pop up often). RTing yourself may also show new lazy followers more of your work. People do it all the time, some people do it every day. If you post often, people will relate to you as a person rather than an art bot and on social media that's very important for a lot of people. Just try not to be the type that only posts gacha screenshots all day.
