Can't really find any good example right now since the setup is hard to do IRL, but imagine if the camera is right on the ground, except that it clips right through. In this scenario, the ground level becomes the horizon line. You can find scenes like this in comic books often.

You mean a worm's eye? In that case the camera isn't clipping the ground, it's just resting on it. And it makes no difference at the horizon, since taller things will be taller anyway.
You're confusing this with objects that are closer looking taller, but in that case they wouldn't sit on the horizon.

Stupid question on perspective: is there any difference between your eyeballs looking up/down and tilting your head up/down, in relation to perspective from the station point?
Its relevant for drawing from life, if you keep your head still but look up as far as you can, are you distorting the perspective the same as if you just tilted your head up?

Yes, tilting your head and your eyes logically will produce the same kind of perspective distortion (except your eyeballs have a more limited movement). It's a part of the challenge of drawing from life. Your true field of vision is actually extremely narrow IRL, and your vision is actually just your brain stitching together small pieces of imagery as your eyes dart around at the scene before you. Which is why you need to be very wary about perspective and correct distortions as needed when you draw from life.

Not at all. You can test this by looking at a fixed point and moving your head up and down, nothing changes. The only case where this matter is if you move your head dramatically sideways, in this case you will be limiting your field of vision because your eye orbits get in the way.

Actually your perspective will change slightly but only if you're looking at close objects. Because your head position will be offset. If you're looking at anything distant the perspective change is negligible. All in all it's unimportant.

This could be related to local color (different environment at lower altitude) or things like fog collecting at the bottom, so I'm not sure what you're talking about. Post a picture where this is very dramatic maybe?
But generally if you look at things in the distance they will look more desaturated and bluish (because the sky is blue. If we were on Mars, or in a very red sunset they'd look yellow/red)
