If they're the only things a person is asking then yeah thats dumb and not gonna get anyone anywhere, but all those things are very useful.
Its an extreme example, but obviously someone using Microsoft Paint is going to have a harder time than someone using Photoshop since different tools have different capabilities. Same goes for brushes, a trick No-AA brush is gonna look wildly different to an acrylics-simulating brush etc etc.
Tablets are also super important, a shitty 7" thing isn't gonna be as useful as a 13" with in built screen and touch-buttons.

That said, you probably just meant young kids who only ever ask what the brush density down to the exact percentage is rather than learning fundementals.
