I've been told my works are caught between anime and cartoons (I'm going to post another picture after this. Some say it too anime and won't buy the manga/comic and others say it's too cartoon. So I'm stuck between two worlds both in art and story. What do I need to improve on?

Anime-Western hybrid styles can be very attractive and appealing, but you need to understand the elements of both: anatomy, form, perspective, gesture, and shape. You should do figure studies and read Hampton's figure drawing book if you want to improve, as it covers most of the topics I mentioned.

Top Row: All of these have potential for massive cute. 2nd one and 1st have more interesting designs but the third is closer to being well drawn.
2nd Row: All of these are duds.
Third Row: On the 2nd one, ear seems a little far back but is looking pretty cute so far. The rest are duds.
4th Row: 1st one is the worst one on the page. 2nd has the most anime esque design to the hair but the face needs a lot of work. The last one has a better face but the hair design is a little boring.

You are never going to satisfy everyone, the "best" drawing may be the worse for someone else to complain about as it is subjective towards each individual with different appeals. Look at where you light source is coming from. There seems to be light coming from above and to the left of the figure, yet there are highlights on the right side of her eye.
The way the eyes are shaded as a smooth gradient clashes against the more sharply defined hair and is also just wrong in a lighting sense
The way her arms and torso is drawn, the figure feels very stiff. Try to add a tilt in the shoulders and curve the body a little.
Also the fingers on the hand look like weird sausages with no definite form or sense of proper joints. Study on hands a bit more.

Umbrella in the top right doesn't mean anything if you don't give us a preferred lighting direction. Light from top left would cast the umbrella off the right.

If you take light coming from top right, almost behind the camera, you might be able to get the top of the torso covered with cast shadow and leave the lower half/legs in the sunlight, which lets you show off body curvature using the hard edge of the cast shadow. Personally I think this is more interesting.

I feel like this piece in handicapped by the unsteadiness of your lines, especially in the gun areas. The rim of the cannon lacks both clear form and confidence, which kind of brings the rest of the piece down.
Also, you may want to think more about the silhouette of the twintails and using them to frame the figure, having the tip of the right ponytail obscured behind the figure makes the hair less easy to read (I thought they were one ponytail for a while) and doesn't really direct the viewers eyes well.
